The Former President's Progressive Alarm Overlooks The Continent's Real Danger: Economic Stagnation.

Donald Trump's national security strategy offers a misguided assessment of the European Union. The document asserts that open-border policies and so-called "progressive" agendas represent an grave risk to the continent's identity. Yet, this perspective rests on a serious misreading of the situation. The true challenge facing Europe is not cultural but technological and economic backwardness.

The Stark Economic Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by 87%, compared to a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Today, about 50% of the world’s 50 largest technology firms are American, while a mere four are European.

The Technological Shortfall: A Critical Question

The growing economic gap stems from stronger productivity growth in the United States, fueled by breakthroughs and better use of resources. The scene of world technology dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at over $10bn, versus only fourteen in Europe.

This gap raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe positioned? Experts widely agree it is largely a two-horse race between the United States and China, with Europe starting at a clear handicap.

Underlying Factors of Europe's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic network for financing new ventures. Europe has yet to establish a genuine unified investment market, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is divided among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

In spite of these hurdles, there are causes for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance substantial change. Notable reports on European competitiveness and the internal market highlight the need for major changes.

With the right policies and rule changes, these assets could support far greater degrees of business-led breakthroughs.

Europe still possesses considerable strengths: skilled workforce, excellent schools and universities, and world-class research institutions. Coupled with a large internal market and high savings rates, these foundations could unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing next-generation technologies, it can still significantly boost productivity by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
